Rapid Unsheltered Survivor Housing (RUSH) NoRapid Unsheltered Survivor Housing (RUSH) Notice: HUD Welcomes Public Comments

On July 18, 2024, HUD released a new Notice providing implementation guidance for the Rapid Unsheltered Survivor Housing (RUSH) program.  RUSH grants, awarded under the Emergency Solutions Grants (ESG) grant program, are made to States or local governments for the purpose of assisting individuals and families experiencing homelessness or at risk of homelessness, who have been residing in a “declared disaster area” and have needs that are not otherwise served or fully met by existing Federal disaster relief programs.  This Notice will streamline the process of allocating awards when responding to future disasters and ensure funding quickly reaches communities in need. This Notice, effective upon publication, is open to public comment for 60 days until September 16, 2024. Comments can be submitted electronically through the Federal eRulemaking Portal at www.regulations.gov or via mail.

HUD invites comments on various aspects of the Notice, including but not limited to, the appropriateness of how RUSH is activated, suggestions for additional eligible costs, and revisions to the allocation formula. This Notice marks a significant step in providing targeted assistance to disaster-affected homeless populations.
