This toolkit is for people with mental health conditions, substance use disorders, or co-occurring disorders living in community-based low-income housing and the service providers and organizations supporting them in their housing and recovery. The toolkit provides essential information to support stable tenancies and avoid the trauma of housing eviction. Toolkit topics include upstream eviction prevention strategies, housing support services, landlord partnerships, and more.

HUD Releases the 2022 Annual Homelessness Assessment Report Part 2

The Office of Special Needs Assistance Programs posted the Continuum of Care (CoC) Builds Notice of Funding Opportunity (NOFO) on grants.gov July 19, 2024. The purpose of the webinar is to highlight NOFO information and review the CoC Program information related to capital costs.

HUD is hosting a webinar on August 13, 2024, from 3:30 to 5:00 pm EDT. The webinar will highlight various parts of the CoC Program Competition process, including the funding tiers, CoC Application, and Project Application. It will also discuss best practices for completing the process and how applicants should approach their responses.

The U.S. Department of Housing and Urban Development’s (HUD) Office of Special Needs Assistance Programs (SNAPS) has published the Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2024 – FY 2025 Continuum of Care Competition and the Renewal or Replacement of Youth Homeless Demonstration Program grants. This 2-year Continuum of Care (CoC) Program NOFO is authorized by the Consolidated Appropriations Act, 2024 and includes an application submission deadline for FY 2024 funding and a deadline for FY 2025 funding.

On July 16th, 2024, HUD released a 30-Day Notice of Proposed Information Collection: Implementation of the Violence Against Women Reauthorization Act (VAWA) of 2013. HUD made modifications to several VAWA forms in response to public comment received as part of the 60-day notice-and-comment period in 2023 and we are inviting public comment on the updated forms that include:

• HUD-5380 Notice of Occupancy Rights Under the Violence Against Women Act

• HUD-5381 Model Emergency Transfer Plan for Victims of Domestic Violence, Dating Violence, Sexual Assault, or Stalking

• HUD-5382 Certification of Domestic Violence, Dating Violence, Sexual Assault, or Stalking, and Alternate Documentation

• HUD-5383 Emergency Transfer Request for Certain Victims of Domestic Violence, Dating Violence, Sexual Assault, or Stalking

• Emergency Transfer Data Collection Form

The Continuum of Care (CoC) Builds (CoCBuilds) NOFO will add new units permanent supportive housing (PSH) for individuals and families experiencing homelessness through new construction, acquisition, or rehabilitation. The CoCBuilds NOFO outlines additional CoC Program eligible activities and costs that may be included in your application. Additionally, CoCs are encouraged to leverage funds provided for construction, acquisition, or rehabilitation of new PSH units with other funding sources to maximize the amount of housing that can be directed to meeting the needs of individuals and families experiencing homelessness.

HUD invites comments on various aspects of the Notice, including but not limited to, the appropriateness of how RUSH is activated, suggestions for additional eligible costs, and revisions to the allocation formula. This Notice marks a significant step in providing targeted assistance to disaster-affected homeless populations. On July 5, 2024, HUD published a notice extending the compliance date for implementation of the National Standards for the Physical Inspection of Real Estate (NSPIRE) for Continuum of Care (CoC) and Emergency Solutions Grants (ESG) recipients and subrecipients and Housing Opportunities for Persons With AIDS (HOPWA) grantees to October 1, 2025.
